The President of the Civil Aviation Authority of Poland kindly reminds that:
1. Air carriers registered in countries other than EU Member States, operating charter flights to/from Poland with passengers or cargo on board that have in particular the status of humanitarian (HUM) or state (STATE) flights – do not require a commercial landing permission of the President of the Civil Aviation Authority of Poland to operate such flights.
2. Air carriers registered in a Member State of the EU, operating charter flights on any routes to/from Poland – do not require a commercial landing permission of the President of the Civil Aviation Authority of Poland.
3. Air carriers registered in countries other than EU Member States, operating charter flights to/from Poland with passengers or cargo on board that do not have the particular status of e.g. HUM or STATE flights – require a prior commercial permission of the President of the Civil Aviation Authority of Poland.

As a part of the 2021 ICAO Year of Security Culture (YOSC), the Civil Aviation Authority of the Republic of Poland (CAA) carried out numerous activities to promote a security culture in civil aviation. First of all, YOSC coincided in Poland with the adoption of important amendments to national legal acts, which set common ground for the creation of harmonized security culture mechanisms within aviation entities:

YOSC has been the opportunity to establish closer cooperation with the Terrorism Prevention Centre of Excellence (TPCoE) – a branch of the Internal Security Agency responsible for building counterterrorism awareness in society. In order to improve mechanisms of counteracting radicalism and terrorist threats. The CAA, aviation entities, Polish academic centers, law enforcement agencies including TPCoE organized a number of workshops, trainings, seminars and conferences for the management and employees of the aviation entities. The CAA has distributed within aviation community many interesting materials prepared by the TPCoE, for example publicly available brochure addressing issues of radicalization (Terrorism Prevention Brochure)
Aviation community consistently made great efforts to create security culture based on the amended legal acts, guidance materials, information from workshops and their own experiences and initiatives.
From the beginning of 2021, activities creating a security culture covered - to a different extent - 185 Polish aviation entities.

Each year, nearly 30 thousand tons of parcels are transported by air in Poland, and this number is growing dynamically. Since international mail is transported both on passenger and cargo aircrafts, it is very important to constantly make senders of parcels aware that not all items can be transported by air.

In reference to the previous information we would like to inform that after further discussions with EASA representatives, it is settled that all candidates taking theoretical knowledge examinations or candidates who are admitted to the theory examinations based on ECQB7 will be able to continue taking the theory examinations upon the new ECQB2021 database after January 31, 2022 in accordance with Part FCL.025 – within 18 months from the start of exams + possible derogations. In such cases, no bridge training will be required, but completion of bridge training is recommended by the Polish CAA.At the same time, we would like to inform you that the subjects passed upon the old database (until 01.2022) will be credited, and the candidates will only have to pass (upon new database) the subjects previously not passed or failed. It will be possible to correct the failed subjects only upon the new database. Please also be aware that in case of completing one part of the Communication subject (IFR or VFR) in the old database, the subject Communication will have to be taken also in the new question database.
Candidates who accomplished their training upon old syllabus and will take theoretical exams after January 2022, are suggested to accomplish bridge training in approved organizations.
