The Civil Aviation Authority oversees civil aviation in Poland. The responsibilities and competences of the Civil Aviation Authority include, among others: granting operating authorizations to air carriers and aircraft operators, issuing approvals and decisions in matters related to civil aviation, certification of airports and landing sites, and maintaining the aircraft register. The Authority operates in support of the safety and sustainable development of civil aviation in Poland. Its core values are professionalism, efficiency, transparency, customer orientation, and teamwork. The organizational structure of the Authority consists of departments, offices, and regional branches (delegations) located throughout Poland, which collectively oversee:

  • air transport
  • airport infrastructure
  • aircraft airworthiness and operations
  • air navigation services
  • flight safety
  • training and licensing of aviation personnel
  • passenger rights
  • civil aviation security
  • unmanned aircraft systems (UAS)
  • flight operations

The Civil Aviation Authority cooperates with international organizations, including the International Civil Aviation Organization (ICAO), the European Union Aviation Safety Agency (EASA), and EUROCONTROL.

Localization

  • The main headquarters of the Civil Aviation Authority is located at 2 Marcina Flisa Street, Warsaw.
  • The Authority maintains regional delegations and field units. The delegations are located in:
    • Gdańsk (with a field unit in Poznań)
    • Wrocław (with field units in Kraków and Bielsko-Biała)
    • Rzeszów (with a field unit in Świdnik)

The entrance to the building is accessible from Łopuszańska Street and the adjacent parking area. The vehicle entrance to the parking lot is located on Flisa Street.

Prior to visiting a Delegation or Field Unit, we kindly request that you contact the relevant office by telephone in order to schedule an appointment. Detailed information regarding the handling of matters at the regional delegations is available.

Complaints and Requests

Please be advised that the Office of the Director General of the Civil Aviation Authority (CAA) is designated to coordinate the processing of complaints and requests concerning the operations of the Civil Aviation Authority and its personnel.

The submission and review of complaints and requests within the CAA are carried out in accordance with the provisions of Chapter VIII (Complaints and Requests) of the Act of 14 June 1960 – Code of Administrative Procedure, as well as the provisions of the Regulation of the Council of Ministers of 8 January 2002 on the organization of the receipt and examination of complaints and requests.

Important: Complaints and requests must include the full name and postal address of the person submitting the complaint or request. In accordance with § 8 item 1 of the aforementioned Regulation of the Council of Ministers, complaints and requests that do not contain the name and address of the applicant shall not be considered.

Complaints and requests can be submitted as follows

  • by post to the address: Civil Aviation Authority, ul. M. Flisa 2, 02-247 Warsaw
  • via the CAA Chancellery’s email inbox (kancelaria@ulc.gov.pl) or other available electronic communication channels
  • in writing, delivered in person – at the Customer Service Point at the Authority’s headquarters at 2 Flisa Street, Warsaw (on Mondays from 08:00 to 18:00, Tuesday to Friday from 08:15 to 16:15)
  • orally for the record – at the Customer Service Point at the Authority’s headquarters at 2 Flisa Street, Warsaw (on Mondays from 08:00 to 18:00, Tuesday to Friday from 08:15 to 16:15) In the case of submitting a complaint or request via electronic means, the electronic submission must be authenticated using a Trusted Profile (Profil Zaufany) or signed with a qualified electronic signature.

Information concerning the processing of personal data for individuals submitting complaints and requests is available upon request.
